DFS Office Closure Update - COVID-19 Pandemic:

The Department of Financial Services (DFS) Office will be closed to the public beginning Thursday, March 19, 2020 through May 29, 2020.  The office will be open for property tax payments only on April 8 - April 10, 2020.  DFS is committed to serving the public and encourage the public to contact us via email dfs@yolocounty.org or phone at 530-666-8625 for assistance during this time period. We will be returning emails and phone calls periodically and thank you for your understanding.

The Chief Financial Officer protects county financial resources and ensures adequate fiscal accountability within county government.


Chad Rinde CFO

Chad Rinde, CPA is the appointed Chief Financial Officer. He started his career in public accounting auditing government agencies in 2008, stepped into local government finance joining Yolo County in 2015, and was appointed the Chief Financial Officer starting January, 2019.

General Information

The Department is responsible for receiving, investing, safeguarding and distributing money for the County and related agencies. The Department operates five divisions which include:

Accounting & Financial Reporting - The Accounting & Financial Reporting Division is responsible for disbursements, general ledger, financial reporting, district accounting, tax accounting, cost accounting and budgetary compliance.

Financial Planning - The Financial Planning division is responsible for long-range planning, budget development, fiscal policy development and economic development support.

Internal Audit - The Internal Audit division is responsible for internal audits, risk assessments, compliance monitoring, special reviews and consulting services.

Procurement - The Procurement division is responsible for procurement standards, purchasing, spend analysis and strategic sourcing. 

Treasury & Revenues - The Treasury and Revenues division is responsible for cash management, banking, investments, financing, debt management and capital investment analysis and revenue management including tax collection and fee collection.
