Howard Newens, C.I.A., C.P.A., is the appointed Chief Financial Officer. He started his career in public accounting and stepped into local government finance in 1979. He joined Yolo County in May 2000, was elected auditor-controller in 2002, and auditor-controller and treasurer-tax collector in 2006, and appointed Chief Financial Officer in 2014.

The Chief Financial Officer protects county financial resources and ensures adequate fiscal accountability within the county government.
The Department is responsible for receiving, investing, safeguarding and distributing money for the County and related agencies.The Department operates six divisions which include:
Accounting & Financial Reporting - The Accounting & Financial Reporting Division is responsible for disbursements, general ledger, financial reporting, district accounting, tax accounting, cost accounting and budgetary compliance.
Financial Planning - The Financial Planning division is responsible for long-range planning, budget development, fiscal policy development and economic development support.
Internal Audit - The Internal Audit division is responsible for internal audits, risk assessments, compliance monitoring, special reviews and consulting services.
Procurement - The Procurement division is responsible for procurement standards, purchasing, spend analysis and strategic sourcing.
Tax/Fee Collections - The Tax/Fee Collections division is responsible for tax collection and fee collection.
Treasury & Finance - The Treasury & Finance division is responsible for cash management, banking, investments, financing, debt management and capital investment analysis.
