Election Night Reporting in Yolo County Gains National Recognition
Woodland, CA – The Yolo County Elections branch of Assessor/Clerk-Recorder/Elections (ACE) and the Information Technology and Telecommunications Division of the General Services Department (GSD-ITTD) collaborated together for both the Primary and General 2018 elections by using Geographic Information System (GIS) mapping technology to streamline the election process. GIS was used on election day to improve resource allocation and response times for requests for service at the polling places. Working closely with Esri, a world leader in mapping and spatial analytics software, ACE and GSD developed innovative workflows that prioritized issues and modernized communication between poll workers, Elections Headquarters, and field staff. In addition, the Esri GIS mapping technology was utilized to deliver timely and accessible election results through public facing interactive election maps. In the June 2018 Primary Election the program was piloted in Yolo County and select local contest results were displayed. The initial mapping was very well received and in the November 2018 General Election the model was further refined and expanded to include all local contests. Maps were used to display election results by precinct that showed the leader in each precinct that was dynamic and easy to understand. As a result of the collaborative efforts, Esri developed a new suite of solutions based on our work locally. Esri featured Yolo County’s development of this program and outcome on the front page of their Summer 2019 newsletter, which has a national audience, and is using the Yolo County model to promote transparent and efficient elections as a “trailblazing” model of an effective election solution. “This outcome would not have been possible without the strong collaborative partnership between ACE Elections, General Services and Esri; a special partnership that is putting Yolo County on the map at a national level,” says Jesse Salinas, Yolo County Assessor/Clerk-Recorder/Registrar of Voters. After collecting the 2018 data, the Elections Office plans to collect future data and monitor historic voting patterns to pinpoint low voter turnout areas and provide more specific community tailored outreach.
