Yolo County’s Performance Recognized at National Conference

Woodland, CA – Yolo County Assessor/Clerk-Recorder/Registrar of Voters Jesse Salinas served as a speaker at the 33rd Annual National Election Center Conference in Orange County August 19-23, 2017. Salinas was invited to share the strategies behind the County’s language access and community outreach successes. After not meeting language access requirements during the June 7, 2016 presidential primary election, Yolo County surpassed expectations in the November general election and improved to number one of 25 counties monitored for language access performance according to the Asian American Advancing Justice Language Access Report dated November 2016.

Salinas stated, “Yolo County had a phenomenal turn around in the November 2016 general election.” A positive collaborative partnership with the Advancing Justice organization helped make the dramatic turnaround possible. The collaborative effort enabled Yolo County to implement a number of best practices and create a few of their own. The Language Access Report also commended Yolo County for creating and using laminated loose-leaf versions of the facsimile ballot that enabled voters with language needs to cast a private ballot while receiving the assistance they required.

According to Salinas, “Staff and the poll workers who volunteered their time on Election Day, took to heart the improvements we needed to see and did an outstanding job of implementing our game plan.”

While positive changes and best practices have been successfully implemented, an ongoing goal of the Yolo County’s Election office is to continuously improve language access. To make that happen, more volunteer poll workers, which can include permanent residents, are needed - especially those that can effectively speak a language other than English. Currently, our highest non-English language needs are Spanish, Chinese, Hindi, Punjabi and Tagolog.
